LAPD and volunteers from Safe Westside are working together to form citizen Speedwatch teams. The teams will be monitoring speeders, taking their photographs and reporting them to LAPD for further action. 1. WOW says:

    THIS IS RETARDED.
IF YOU ARENT A COP YOU HAVE ZERO AUTHORITY.

  2. Eric Bollens says:

If you are not a state certified peace officer, you have zero authority to write a ticket. However, an agent of the police department (such as a Speed Watch citizen volunteer) is allowed to use police equipment to clock speeds and report plates to the department, which can then issue warning letters to the registered vehicle owner. The letters have no legal ramification, but can have a profound impact in alerting a parent that their child is speeding, or a spouse that their significant other is speeding.
